1.
Start by typing in your letter or letters. In the layers panel right click the text layer and choose rasterize type, then hold down ctrl and click the layer to get the selection. Go to selection -> modify -> smooth an set it to 20, then go to selection -> invert and hit delete key.

Repeat this twice so it looks like this:

4.
Now you need to make the letter black, so hold down ctrl and click the layer, then hold down shift and hit backspace to get the fill panel, fill it with black.
Now go to filters -> filter gallery and find the filter called water paper and set the handles as in the image below

5.
Then from the toolbox panel use the smudge tool just a bit to smudge the edges.

6.
Go to edit -> adjustments -> hue and saturations and set it to green as in the image below.

7.
Now this can be a little hard to explain, but rotate the letter again then make a copy of the layer and make it quite bigger and place it in center on top of the other layer, as in the image below.

8.
With the top layer go to filters -> stylize -> wind and set it as the image below.

9.
With the free transform tool rotate both layers back and merge them together by right clicking the top on and choose merge down.

10.
Go to the layers styles panel and give the layer these settings.

And you are done, you could do some smudge at the edges or use the dodge and burn tools to give it more depth, but I will save this for another tutorial.
