In this Adobe Photoshop tutorial you will see how to make this dark glowing heart easy and fast.

1.
Start with a black background layer, then make a empty layer to work in.

With the custom shape tool, locate the heart shape and drag it on the stage.

In the layers panel right click and choose rasterize layer.
Hold down ctrl and click the the shape layer to load the selection.
Make a gradient from light blue to a darker blue, and with the radial gradient tool drag the gradient in the selection, to make it look like the image below.

Go to filter -> filter gallery and locate the filter called neon glow, and give it settings as shown below.

Hold down ctrl and click the shape layer to load the selection, go to select -> modify -> contract and contract the selection about 25 px (depending on the size of you shape).
Go to select -> modify -> border -> and give it a border with about 25 px.
Make a new empty layer above the other shape layer.

Make a gradient going from white to dark blue and drag it in the selection, so it looks like in the image below.

Go to filter -> blur -> radial blur and blur it as shown in the image below.

In the layers panel, double click the layer to get to the layers style panel, and give it settings as shown below.

Now with the base heart layer selected, go to filter -> blur -> gaussian blur and blur it about 2.

And you are done, just a little effect I made while playing around in photoshop.
