2.
Now hold down ctrl and click the shapes layer to get the selection, then delete the layer from the layers panel, and create a new empty layer.
Go to select -> modify -> contract and contract the selection about 6 px, then go to select -> modify -> smooth and smooth it about 5 px. Hold down shift and press backspace to get the fill dialog box, and fill the selection with white color.

4.
Now give it a gaussian blur at about 1, filters -> blur -> gaussian blur

5.
In a new layer, create a new shape with the custom shapes tool, or type in text.
Now repeat the steps from the previous shape, (step 1 to 4) so your shape should look something like this.

(tips, what you can do if you are using an relatively new version of Photoshop, is create the shape, then in the layers panel hold down the alt key and drag the style (the style is the small f next to the layer in the layers panel) from the previous layer to the new shape layer.

Now for both shape layers go to filters -> filter gallery -> find the filter called palette knife and set it as shown below, you may need to do it twice for both layers.

9.
Fill the selection with the color white, by holding down shift and click backspace.
Then bring down its opacity to about 30.

10.
Now I just change the colors a bit again, thought it was too bright.
Now make a folder in the layers panel, drag in all the shapes layers into it, and make a copy of the folder with content.
Right click the new folder and choose group into smart object, right click again and choose rasterize layer.

11.
Go to image -> free transform and drag the upper middle handle down so the image looks something like the one below.

12.
In the layers panel bring down the opacity of the new layer to about 50%.

13.
Now drag in the new reflection layer to the folder containing the other shape layers.
Go to edit -> transform -> perspective and drag the handles to give the image an perspective angle.
