In this tutorial you will see, how you in a few fast and easy steps can make a text neon glow effect in Adobe Photoshop.

1.
Start by making a text layer with your text, scale it in size, we need some room around the text for later.

Hold down ctrl and click the text layer to get the selection, then go to select -> modify -> expand, and set it to 20 px.

Make a new layer for the selection, go to filter -> render -> clouds, then use different clouds about 2-4 times.

Now delete the first text layer we made so we only have the border around the text.

Now go to image -> adjustments -> levels and drag the handles as in the image below. Make sure to bring out the white colors.

Go to image -> adjustments -> hue and saturations and drag the handles as in the image below.

7.
The last thing is to double click the text layer to get to the layers style menu, then give it an outer glow with settings as below.
