In this Adobe Photoshop tutorial I will show you how to make a cool effect using the feather selection tool.

1.
Start with a black background layer, then make a new empty layer to work in.

Now from the custom shapes tool draw a star on the stage as shown below.

Now go to filters -> blur -> radial blur and give it a blur with settings as below.
Repeat the blur one more time.

Now hold down ctrl and click the star layer to load the selection.
Go to select -> feather and feather the selection about 15 px.
Hit delete to delete the inside part of the selction.

Go to image -> adjustments -> hue and saturations and change the color of the star to red.
In the layers panel copy the star layer once, then right click the top one and merge it down with the other so it get brighter.

Now go to filters -> stylize -> find edge and repeat twice.

In the layers panel copy the star layer once, then right click the top one and merge it down with the other so it get brighter.

Now you should have the dissired effect.

The inside part is just a simple ellipse with a top and bottom reflection.
